Lake Charles Energy Guide: Solar, Batteries, Backup Power and EV

In short: Lake Charles is on Entergy Louisiana, which charged homes about 11¢ per kWh in 2024 and credits exported solar at about 2.6¢. FEMA rates hurricanes and lightning “very high” in Calcasieu Parish, and the area also faces coastal flooding, ice storms and tornadoes. Plan backup for outages measured in days.

Lake Charles at a glance

  • Entergy Louisiana (Lake Charles): about 11.1¢ per kWh for homes (2024 average). Company-wide outages in 2024: 213 minutes per customer on normal days, 610 counting major events (EIA-861).
  • Elsewhere in Calcasieu Parish: EIA also lists Cleco Power (about 12.3¢), Beauregard Electric Cooperative (about 13.7¢), Jefferson Davis Electric Cooperative (about 14.1¢) and Vinton’s public power authority. Cleco and the two co-ops report outages under a different method, so their minutes are not directly comparable; Beauregard reported 3,034 minutes with major events in 2024. Check your bill.
  • Sun: 4.57 kWh per square meter per day (NASA POWER, 2001 to 2020), about 1,340 kWh a year per kW of panels by our rough estimate.

Your utility and what it means

Entergy Louisiana. Under the Public Service Commission’s rules, solar you use as it is produced saves the full retail price, and each exported kWh earns the avoided-cost rate: $0.0259 per kWh from April 1, 2025. Your bill can drop to the fixed charge but no lower, and leftover credit rolls to the next month. Systems installed by the end of 2019 keep retail net metering until December 31, 2034, unless they are materially changed. See Entergy Louisiana’s net metering page.

Entergy Louisiana is also rebuilding for storms. Phase one of its resilience plan, approved by the LPSC in April 2024, covers about 2,100 projects touching roughly 69,000 structures, many of them replacing poles with stronger ones, at about $1.9 billion over five years. Entergy estimated the bill rider for a home using 1,000 kWh a month would start around 57¢ and reach about $7 a month by year five.

Cleco and the co-ops. Systems connected since 2020 also earn an avoided-cost rate under state rules, but each utility sets its own figure and paperwork. We could not confirm their current rates, so ask in writing before you sign.

Backup power in Lake Charles

Lake Charles knows long outages. After Hurricane Laura in 2020, Entergy reported that all nine transmission lines feeding the Lake Charles area were out of service and that power would take two to three weeks to return for customers who could receive it. More recently, the January 2025 storm brought record snow to Southwest Louisiana, up to a foot at some sites, though Entergy Louisiana’s peak outages stayed near 6,500 customers. With hurricanes rated “very high”, the realistic plan is for days without power, possibly with a damaged home.

After Laura, Entergy asked customers to have an electrician repair damaged equipment attached to the house before power could be reconnected; budget for that possibility. Since January 2023, Louisiana’s construction code requires carbon monoxide alarms in each bedroom and the living area when a standby generator is installed outside. Solar in Lake Charles

Each kW of panels makes about 1,340 kWh a year here by our estimate. On Entergy Louisiana, that kW is worth about $148 a year if you use every kWh at home, but only about $35 if you export it all at 2.6¢. These are estimates, not promises. The gap means a system sized to your daytime use, or paired with a battery, makes more sense than one sized to your whole bill.

In hurricane country, ask how the racking is rated for wind and how the installer handles roof penetrations; if you are replacing a roof, that is a sensible time to add panels. With exports worth about 2.6¢ and retail power about 11¢, storing midday solar for the evening is worth roughly four times as much as selling it. The same battery keeps the fridge, fans, lights and medical equipment running in the first days after a storm. EV charging in Lake Charles

Public charging is limited: 18 ports at 4 locations in Lake Charles. Most drivers will charge at home, which costs about $3.30 per 100 miles at Entergy Louisiana’s 2024 average, using about 30 kWh per 100 miles (estimate). Permits and inspections

  • City of Lake Charles: the Permit Center issues building, electrical, plumbing, gas and mechanical permits, with a separate permit for each trade. You apply online through MGO, upload plans and a site plan, pay the plan review by emailed invoice and receive the permit electronically. A standby generator with a gas line may need both electrical and gas permits; ask the Permit Center.
  • Contractors: the city’s forms page includes applications to qualify as an electrical contractor or journeyman electrician, so ask your installer whether they are qualified with the city.
  • Outside city limits: ask Calcasieu Parish which office handles your permit.
