Southern Maine Energy Guide: Solar, Batteries, Backup, EV

In short: Biddeford and Saco are on Central Maine Power: $27.37 a month plus about 24.7¢ per kWh over 50 since July 1, 2026 (Maine PUC). Next door, Kennebunk’s municipal utility charges about 16.5¢. York County has the highest overall FEMA risk rating of our four Maine metro areas, with coastal flooding rated relatively high.

Southern Maine at a glance

  • Utilities: Central Maine Power in Biddeford and Saco: $27.37 a month including the first 50 kWh, then 24.68¢ per kWh from July 1, 2026. Kennebunk Light & Power District, the municipal utility in neighboring Kennebunk: $12.00 a month plus 16.50¢ per kWh (Maine PUC).
  • Outages (2024, CMP-wide): about 1,894 minutes per customer counting major storms, 215 without; 3.4 interruptions a year (EIA-861). Kennebunk Light & Power files a short form without outage data.
  • Sun: about 3.76 kWh per square meter per day (NASA POWER, 2001 to 2020). Our rough estimate: about 1,100 kWh a year per kW of panels.
  • Top hazards: York County’s overall risk is “relatively moderate”, the only one of our four Maine metro counties above “relatively low”. Ice storms are “very high” and coastal flooding “relatively high”; drought, hurricanes, lightning, inland flooding and winter weather are “relatively moderate” (FEMA National Risk Index, December 2025).
  • Public charging: 41 ports in Saco and 39 in Biddeford (AFDC, October 3, 2026).

Your utility and what it means

EIA lists two utilities in York County: CMP and Kennebunk Light & Power. In Biddeford and Saco it is CMP, which delivers the power while the supply comes from the Standard Offer (12.72¢ per kWh for 2026, up from 10.61¢) or a competitive provider you choose. The Maine PUC ties the 2026 increase mainly to natural gas prices.

  • On CMP: Net Energy Billing gives home solar a one-for-one kWh credit (terms on our state page). Credits offset the per-kWh charges, not the $27.37 monthly charge. We could not read CMP’s own program pages, so ask CMP about time-of-use options.
  • On Kennebunk Light & Power: power costs about a third less per kWh than on CMP, which also shrinks what solar or a time-shifting battery saves. Ask the district about its own net metering terms and programs before you size a system.

Backup power in Southern Maine

For CMP customers, almost nine-tenths of 2024’s outage minutes came on major event days, and the average interruption with storms lasted about nine hours. York County adds a coastal twist: FEMA rates its coastal flooding relatively high, and ice storms very high. Where you put backup equipment matters as much as its size.

Generator safety (CPSC): outdoors only, at least 20 feet from the house, exhaust away from doors and windows, never in a garage, and keep it clear of snow. Use battery-powered carbon monoxide alarms on every level. A transfer switch or interlock needs a licensed electrician and a permit; see generator installation.

Solar in Southern Maine

By our rough estimate, a kW of panels makes about 1,100 kWh a year here. On CMP at 24.68¢, that offsets about $270 a year per kW; on Kennebunk Light & Power at 16.50¢, about $180 (estimates, not promises). Batteries

Biddeford and Saco have 80 public ports between them (AFDC, October 2026). At home, at about 30 kWh per 100 miles, charging costs roughly $7.40 per 100 miles on CMP and about $4.95 on Kennebunk Light & Power at July 2026 prices (estimates). Permits and inspections

  • Biddeford: Code Enforcement handles building and electrical permits.
  • Saco: the Code Enforcement Office takes building and separate electrical permits through an online portal or paper forms. The city has warned that building permits can take several weeks to process, so apply early.
  • Who does the work: a Maine-licensed electrician pulls electrical permits; CMP (or Kennebunk Light & Power) must approve solar and battery interconnection. Condo owners need association approval first.

Who supplies electricity in Biddeford and Saco?

Central Maine Power delivers it. The supply part is the Standard Offer, 12.72¢ per kWh for 2026, unless you choose a competitive electricity provider. Kennebunk, next door, has its own municipal utility, Kennebunk Light & Power District, with its own prices.

Why is power cheaper in Kennebunk?

Kennebunk Light & Power is a consumer-owned utility with its own delivery and supply costs. As of July 1, 2026, the Maine PUC lists it at $12.00 a month plus 16.50¢ per kWh, against CMP’s $27.37 plus 24.68¢. Only addresses inside the district can use it.

Does coastal flooding matter for a generator or battery?

Yes. FEMA rates York County’s coastal flooding risk relatively high. Equipment that floods won’t run when you need it and can be dangerous, so ask your city’s code office about flood-zone rules and have your installer mount equipment above expected water levels.

How long does a permit take in Saco?

Saco’s Code Enforcement Office has said building permits can take several weeks because of volume. Electrical work needs its own permit. Ask your installer to include permit time in the schedule, and check the city’s page for current processing times.
